  • @NKCampbell Palpatine being in the next movie was treated as a big reveal - trailer time, publicity, the actor appearing at Celebration, etc. I don't think they would go to all that effort if he were just going to be in flashbacks only. They didn't go to that effort for Maul in "Solo", his appearance was a total surprise to most people. So Palpatine is most likely either alive, resurrected/cloned, or a Force Ghost, something like that would make more sense given the hype.
