The 18th episode of season 5 of The Flash TV show is entitled "Godspeed" and Godspeed (aka August Heart) is in that episode.
He has white lightning, just like Savitar, but he is not invisible for humans and visible for speedsters. We didn't really get an explanation about how he gets his powers and the white lightning. We know that white lightning can be a result of gaining speed powers from the Philosopher's Stone.
How did Godspeed get white lightning then?
Because the Philosopher's Stone is supposed to be destroyed. In the comics, he has yellow lightning, making things more confusing.

Hi, welcome to SF&F! This question is a bit unclear; if you specifically want the answer to the last line you should start with that and remove the other questions.

Welcome to SciFi.SE! I agree with DavidW, you really need to break this up into paragraphs and tidy it up a bit.

To closevoters: I don't think the question is unclear. It was literally written three times in the question: where did Godspeed got his white lightning? Maybe the question is badly written (we have to start somewhere), or a duplicate of that one: scifi.stackexchange.com/questions/145097/…
