I need historic data of Texas' weather of the past ten years(2010-2018) by zip codes on monthly basis. is there an api or a website from where i can scrape the required data?

There is no lack of sources for weather data, a simple web search will get you what you need. Your biggest challenge is that weather data is laid out mostly by ZIP codes and not by state. So you really should be seeking out (1) a list of all ZIP codes you are interested in (e.g. all Texas ZIP codes) and (2) a historical list of data for that particular list. From there, you will need to do some GROUP BY-style functionality to summarize daily weather data into the monthly timeframe you need.
