Alumnus est universitatis Bucarestensis ubi iuris prudentiae studuit. Iudex exercituum Romanicorum meruit ab anno fere 1990.



Cursus honorum |


Oprea, qui tum sodalis factionis PSD erat, praefectus Bucarestae ab anno 2002 fuit. Anno 2004 legatus est ad Cameram Legatorum Romaniae pro circulo suburbano Bucarestensi Ilfov. Anno 2009 PSD reliquit et anno 2010 ad novam factionem UNPR accessit, cuius dux ab anno 2012 est. A die 23 Decembris 2009 ad 7 Maii 2012 fuit minister munitionis atque brevi tempore vecturae, primis ministris Aemilio Boc et Michaele Răzvan Ungureanu. Anno 2012 etiam senator Romaniae electus est. Die 21 Decembris 2012 a Victore Ponta primus minister vicarius promotus est. Die 4 Novembris 2015 cum toto consilio ministrorum se a magistratu recessit. Die 3 Octobris 2016 corruptionis accusatus se a magistratu senatoris abdicavit[2].
