Identify if a given text belong to a particular context

I have a big corpus of sentences that belong to a particular context, for example
all of them denote "Restrictions" is some way or other. So for a given text, I need to find out if that text falls under any restrictional category based on the available list of restriction data set. Which approach/ALgorithm will be beneficial in such problems. I was planning to find the cosine similarity between the text and each of the restriction text from the corpus, and then try to determine them, but looking or some better suggestions.
